The JACOB | MARTIN Environmental Department works with municipalities, water supply corporations and water supply districts throughout Texas assisting them with all regulatory needs from state and federal entities. Before funding can occur, we work behind the scenes with funding agencies like the Texas Water Development Board (TWDB) and the United States Department of Agriculture Rural Development (USDA-RD), to get approval on categorical exclusions and environmental reports for NEPA (National Environmental Policy Act). Regardless of size, we work with all water systems, from raw water sources to residential taps. We also provide compliance support for municipalities, water districts, and private development clients.

How do we work within the JACOB |MARTIN team?
The Environmental Department works with our Engineers by assisting them with their plans for water and wastewater treatment facilities, such as pump stations, ground and elevated storage tanks, water mains, water distribution lines, water wells, and collection system. As well as helping with various treatment and discharge alternatives. We also assist our Engineers with research on environmental topics that come up. Every agency has its own requirements, so we make sure our Engineers have all the information and tools they need for their submissions to the agencies.
Additional Assistance
The Environmental Department has also helped with other projects, including Certificates of Convenience and Necessity (CNN) acquisitions for Millersview-Doole WSC, City of Paint Rock, Staff WSC, and City of Carbon projects. We also do Phase 1 environmental assessments for real estate transactions. These Phase 1 environmental assessments cover a range of environmental factors that are historical and regulatory, clients usually send these reports to a bank.
