Infrastructure is a key foundation to a successful community. To support this, JACOB | MARTIN specializes in assisting communities with securing loans and grant funding for their water and wastewater utility projects. One major source of funding we work with is the State Revolving Fund administered by the Texas Water Development Board.
What is the State Revolving Fund Program?
The Texas Water Development Board (TWDB) is a great resource for funding infrastructure projects. The State Revolving Fund (SRF) is one of TWDB’s loan and grant programs available to all public and privately owned community water and sewer systems. The TWDB recently opened solicitations for the 2025 State Revolving Fund (SRF). There are two programs in the State Revolving Fund, the Drinking Water State Revolving Fund (DWSRF) and the Clean Water State Revolving Fund (CWSRF).
The DWSRF funds drinking water projects such as meter replacements, new reservoirs, pump stations, storage tanks, water line replacements and many others. The CWSRF funds wastewater and drainage projects such as wastewater treatment plant rehabilitations, sewer line replacements, drainage system improvements, regional detention ponds, and many others.
How Do I Apply?
1. Submit a Project Information Form (PIF)
The first step to request this funding is by submitting a Project Information Form (PIF). The PIF provides basic information about the project and your organization. Projects are then ranked based upon urgent need, disadvantaged status, and other qualifying criteria and placed on the TWDB’s Annual Intended Use Plan (IUP).

We’ll also provide guidance in the initial stages of project development, including preliminary project identification, mapping, cost estimates, and offering insights into the TWDB process.
2. Submit a Detailed Application
If your project scores highly enough on the IUP then your organization may be invited to submit a more detailed application for funding. JACOB | MARTIN will prepare the application on your behalf and walk you through what to expect moving forward in the process. Further detailed cost estimates, financial analysis, rate studies, and other services are provided during the application period.
