REQUEST FOR QUALIFICATIONS (RFQ) for GEOTECHNICAL REPORT

JACOB | MARTIN, LLC (JM) is requesting qualifications statements from a qualified geotechnical engineering firm to produce a geotechnical report that will be utilized for the foundation design for a proposed ground storage tank project for the City of Colorado City, Texas.

Scope of Work: The geotechnical engineer shall perform field work and produce a report as outlined in the attached scope of work.

Guidelines for Content of Qualification Statements: DO NOT INCLUDE COST INFORMATION with the qualification statement. Responses that include cost or pricing information will be rejected and will not be considered. Statements shall include, at a minimum, qualifications of key personnel and a history of 2-3 similar projects completed in the past.

Submittal Deadline: A PDF copy of the statement must be emailed to Luke Van Diest at lvandiest@jacobmartin.com no later than October 23, 2026 at 5:00 PM.

Minimum Qualifications and Selection Criteria: JM will evaluate proposals to determine which firm has the best qualifications. At a minimum, the firm and engineer shall be fully competent in the field of geotechnical engineering and licensed in the State of Texas.

Contract Terms and Negotiation Schedule: The consultant for Geotechnical services is expected to negotiate an agreement for services that is acceptable to JM. If an acceptable contract cannot be negotiated, JM may formally end negotiations and begin negotiating with the next highest qualified person or firm.
