Coleman County SUD – Archeological Survey & Wetland Determination – Request for Bids
Description:
Two Separate Bids will be received for the following projects: Archeological Survey & Wetlands Determination. Bids will be received until 5:00 PM, Tuesday, July 5, 2022 / Submit to dhudson@jacobmartin.com or send to Jacob & Martin, LLC, Attn: David Hudson, Environmental Scientist, 3465 Curry Lane, Abilene, TX 79606.
Project Includes: Upgrading one existing pump station, constructing one new pump station, constructing water lines, and installing backup power generation at all existing facilities.
Pump Stations:
The Highway 206 pump station will be replacing an existing flow meter station on land already owned by CCSUD. This will be a new pump station with ground storage. The site plan is attached. This site has been a mostly fallow and unused farm land since the installation of the flow meter. Adjacent on the southwest side is a commercial propane and fuel business with bulk tanks that has been in operation for over 50 years. The nearest historic site is approximately 1.5 miles southwest in the Coleman City Park. There are no above ground structures other than the flowmeter building.
The Echo Pump Station site is a rehabilitation of an existing site inside of the existing facility.
Pipelines:
There will be both new and replacement pipeline installations to connect dead ends and provide necessary pressure. These will follow existing right-of-ways inside the previously disturbed 30 foot easement to the extent possible. Existing lines will be abandoned in place. New lines will parallel roadways and fence-lines within a 30 foot easement. Trenching will be performed as outlined in the trenching attachment. No above ground structures are in the pathway.

Generators:
There will be 24 generator installations at existing facilities to support functions in compliance with the State of Texas Senate Bill 3 requirements.
This contract is subject to the Environmental Protection Agency’s (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes EPA-approved fair share goals toward procurement of Minority and Women-owned Business Enterprise (M/WBE) businesses. EPA rules require that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to M/WBEs through demonstration of the six affirmative steps. This contract is to be funded through a loan obtained from the Texas Water Development Board as part of the Clean Water State Revolving Fund. There are a number of special provisions for this funding that bidders, by submitting a bid, acknowledge understanding, including the following: A contract is contingent upon release of funds from the TWDB. Any contract or contracts awarded under this Notice to Bidders are expected to be funded in part by financial assistance from the TWDB. Neither the State of Texas nor any of its departments, agencies, or employees are or will be a party to this Invitation for Bids or any resulting contract.

Bids may be held by the Coleman County SUD for a period not to exceed sixty (60) days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidders’ qualifications prior to the contract award.
Small and minority firms are encouraged to submit bids for this project.
