City of Comanche – AMR Meter Replacement

PROJECT INCLUDES:                     Replacement of the City’s existing water metering system with new AMI automatic read metering system.

ESTIMATED COST:                         Base Bid = $1,050,000

                                                                Alternate Bid = $250,000

BID BOND:                                                          5 %

PERFORMANCE/PAYMENT BONDS:         100 %

Copies of the CONTRACT DOCUMENTS must be ordered online at www.jacobmartin.com.  Orders for CONTRACT DOCUMENTS may include hard copies for pick up, mail out or digital download via www.jacobmartin.com.  Upon verification of online payment, hard copies may be picked up at Jacob & Martin, LLC., located at 3465 Curry Lane, Abilene, TX 79606.  Cost for hard copies of the CONTRACT DOCUMENTS will be $100.00.  Cost for digital download of CONTRACT DOCUMENTS will be $0.00.  Contractors must purchase a set of CONTRACT DOCUMENTS to be considered a registered plan holder eligible to bid the project.

This contract is contingent upon release of funds from the Texas Water Development Board (TWDB). Any contract(s) awarded under this Invitation for Bid (IFB), Request for Proposals (RFP), or Request for Qualifications (RFQ) is/are expected to be funded in part by financial assistance from the TWDB. Neither the U.S. Environmental Protection Agency (EPA) or the State of Texas, nor any of its departments, agencies, or employees, are or will be a party to this IFB, RFP, RFQ, or any resulting contract.

The Owner reserves the right to waive any informalities and to reject any or all bids.

Any contract(s) awarded under this Invitation for Bids is/are subject to the American Iron and Steel (AIS) requirements of federal law, including federal appropriation acts and Section 1452 (a)(4) of the Safe Drinking Water Act (42 U.S.C. §300j-12(a)(4), as applicable.

For SRF Equivalency projects approved under the 2022 IUP or earlier –Any contract(s) awarded under this Invitation for Bids is/are subject to the American Iron and Steel (AIS) requirements of federal law, including federal appropriation acts and/or Section 608 of the Federal Water Pollution Control Act.

For additional information on Davis-Bacon Wage Rate Requirements and its applicability to this contract, please consult TWDB Guidance No. DB-0156.

This contract is subject to the Environmental Protection Agency's (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes EPA-approved fair share goals toward procurement of Minority and Women-owned Business Enterprise (M/WBE) businesses. EPA rules require that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to M/WBEs through demonstration of the six affirmative steps. Zenner USA Richard Sanders Can the City provide a List of meter location addresses in Excel format as well as a list of City owned infrastructure in Excel format? We require this information in order to conduct a thorough Propagation Analysis.
Badger Meter Inc Alan Breese Please clarify the meaning and intent of Addendum 1, Sec 1(b)(i), which states "Contractor may utilize the Owner’s existing Master Meter brand drive-by system hardware and software as the required drive-by backup system."
Zenner USA Richard Sanders In the RFP there is a line item for meter replacement and there are lines for the box replacement we do not see a line item for meter stop replacement. Per the attached drawing “Service Water Meter Detail” it calls out a “re-pluming cost in case the meter stop is inoperable” Does the City want to add a line for the Meter Stop Replacement or just include an estimate in case it is needed. Please note that meter stop replacement can vary due to the condition of the pipe and may have to include ancillary labor
