Questions
| Company | Name | Question |
|---|---|---|
| Justice Construction, Inc. | Mercedes Jaques | Question from a Supplier regarding 05 73 00 Decorative Metal Railings I looked at the specifications and we are specified and it does say aluminum. However, the plans for the exterior multi-line rail clearly says galvanized steel and the interior multi-line rail (gym foyer) says stainless steel. So the question back to the GC or architect is what do they really want for railing at those locations? It also does non indicate how the railing is mounted (whether it is steel of aluminum). It just shows it sitting on the ground/stairs/ramp. While I love the idea of gravity glue, it really does not exist. While you are asking about type of railing you should probably ask how it is going to be mounted. |
| Justice Construction, Inc. | Steve Justice | I have a question on the City of Brownwood Rec Center project. The project has an occupancy of 198 in the building. The building does not have a sprinkler system in it. The city of Brownwood uses the 2021 IFC code book. The 2021 IFC only requires a fire alarm be installed in an “A occupancy” building if the building has an occupancy of 300 or more. This means that a fire alarm system is not required in this project. There are fire alarm notes on page E0.01 but if we follow the code minimum then there would not be a fire alarm required for the building. Please let me know how to proceed. |
| HCS, Inc. | Pre Construction | Required construction duration: The proposal form requires the contractor to insert its own construction duration, and duration represents 15 evaluation points. Does the Owner have a desired or maximum number of calendar days, anticipated NTP date, or required occupancy date? Reference: Sections 00 21 26 and 00 42 00. |
| HCS, Inc. | Pre Construction | Owner occupancy during construction: Section 01 10 00 requires the contractor to accommodate Owner occupancy and public use, but the project includes major demolition throughout the existing facility. Will the recreation center be completely vacated and closed during construction? If not, provide the required phasing, occupied areas, public access routes, and temporary life-safety requirements. |
| HCS, Inc. | Pre Construction | Asbestos-abatement schedule: The Owner will contract separately for asbestos abatement. Will abatement be completed before the GC’s NTP, or must it occur concurrently with GC demolition? Please provide the anticipated abatement duration, exact abatement limits, sequencing requirements, and responsibility for delays caused by the abatement contractor. Reference: Section 01 10 00, Paragraph 1.4.A. |
| HCS, Inc. | Pre Construction | Additional hazardous materials: If concealed asbestos, lead-containing materials, mold, contaminated soil, or other hazardous materials are discovered outside the Owner’s abatement scope, will investigation, removal, disposal, and resulting delay be handled as a change to the Contract? |
| HCS, Inc. | Pre Construction | Owner contingency discrepancy: Section 01 21 00 identifies the Owner Contingency in words as Three Hundred Thousand Dollars, but shows $250,000 numerically. Which amount must be included in the base proposal? |
| HCS, Inc. | Pre Construction | Allowances and contractor markup: Confirm that the base proposal must include the following allowances: Owner contingency: amount to be clarified Inspection and testing: $25,000 Landscaping: $75,000 Exterior signage and memorial plaque signage: $50,000 Also confirm whether bond, insurance, overhead, and profit should be calculated on all allowance amounts in the base bid. Reference: Section 01 21 00. |
| HCS, Inc. | Pre Construction | Testing responsibility conflict: Section 01 21 00 states Jacob|Martin will provide inspection and testing services using the $25,000 allowance, while Section 01 45 00 states the Contractor shall employ and pay the independent testing agency. Please identify exactly which party contracts with the testing laboratory and which tests are covered by the allowance. |
| HCS, Inc. | Pre Construction | Oncor underground power scope: For the base bid, clarify the division of responsibility between Oncor, the Owner, and Contractor for poles, transformers, conductors, service equipment, utility engineering, easements, trenching, conduit, backfill, inspections, and final connections. Reference: Alternate No. 1 and Sheet E1.01. |
| HCS, Inc. | Pre Construction | Oncor pricing and schedule: Has Oncor approved the underground service design and provided a firm cost and schedule? Identify all Oncor charges to be included in the GC’s proposal and confirm how utility-provider delays outside the contractor’s control will be handled. |
| HCS, Inc. | Pre Construction | Existing utility information: Have all existing underground utilities been located and surveyed? Will unidentified, abandoned, or incorrectly shown utilities—and required rerouting or repairs—be treated as unforeseen conditions and compensated by change order? |
| HCS, Inc. | Pre Construction | Floodproofing performance responsibility: Is the Contractor responsible only for constructing the floodproofing details shown, or must the Contractor provide delegated engineering, a floodproofing certification, FEMA documentation, leakage testing, or an overall performance guarantee for the dry-floodproofed building? Reference: Sheet A2.2 and floodproofing specifications. |
| HCS, Inc. | Pre Construction | Flood-barrier system scope: Sheet A2.2 indicates the Mayim Max modular flood-barrier system is Owner-furnished/Owner-installed, while other aluminum flood planks appear contractor-furnished and installed. Confirm the precise furnishing, installation, storage, anchorage, testing, training, and warranty responsibility for every flood-barrier opening. |
| HCS, Inc. | Pre Construction | Existing floor elevations: Sheet A2.2 shows multiple existing finished-floor elevations below the design flood elevation. Are existing elevations verified survey elevations? Who is responsible if field measurements differ and require changes to flood-barrier heights, wall construction, ramps, doors, or MEP elevations? |
| HCS, Inc. | Pre Construction | Existing structure and concealed conditions: Because the addition ties into the existing PEMB, roof, slab, and foundations, confirm whether the Owner has as-built structural drawings. How will undocumented framing, foundations, reinforcing, deterioration, or unsuitable existing construction discovered after demolition be handled? |
| HCS, Inc. | Pre Construction | Geotechnical recommendations versus drawings: Confirm that the structural and civil designs incorporate all recommendations in the geotechnical report, including demolition-related subgrade disturbance, lime treatment/select fill, drilled-pier requirements, groundwater conditions, proof rolling, and testing frequencies. Identify any geotechnical recommendations the Contractor must price that are not expressly detailed on the drawings. |
| HCS, Inc. | Pre Construction | Unsuitable soils and groundwater: Establish a measurable base-bid assumption for removal of unsuitable material, rock excavation, groundwater control, pier casing, slurry, undercutting, and replacement fill. Confirm that quantities exceeding that assumption will be compensated by unit price or change order. |
| HCS, Inc. | Pre Construction | Demolition limits: Please confirm that the demolition drawings completely identify all items to be removed. Are bidders expected to include removal of concealed utilities, underground foundations, abandoned piping, roof components, or materials not visible during the pre-bid walkthrough? |
| HCS, Inc. | Pre Construction | Salvaged materials: In addition to the existing Bennie Houston monument signage, identify every item to be salvaged and returned to the Owner. Provide the required delivery/storage location and clarify who is responsible for damage after delivery. Reference: Section 01 10 00 and civil demolition drawings. |
| HCS, Inc. | Pre Construction | Owner-furnished kitchen equipment: Confirm manufacturers, models, dimensions, rough-in requirements, delivery dates, receiving responsibility, storage, installation, final connections, startup, and warranty responsibility for the owner-furnished double ovens and food warmers. Reference: Section 01 10 00 and Kitchen Equipment Schedule. |
| HCS, Inc. | Pre Construction | Other owner-furnished systems: Confirm the GC’s coordination and infrastructure responsibilities for Owner-furnished televisions, telecommunications cabling, Wi-Fi access points, security cameras, mural, furniture, commercial refrigerator/freezer, and flood barriers. Are power, backing, blocking, pathways, sleeves, mounting brackets, and final connections included in the GC’s scope? |
| HCS, Inc. | Pre Construction | Alternate No. 1 pricing direction: Should Alternate No. 1 be submitted as a deduct from the underground-power base bid? Confirm that the alternate includes all differences between Sheets E1.01 and E1.02, including paving, sidewalks, landscaping, trenching, conduit, and utility modifications. |
| HCS, Inc. | Pre Construction | Alternate No. 2 drawing discrepancy: Section 01 23 00 identifies Alternate No. 2 as deletion of site lighting, while the drawing index identifies Sheet E1.03 as “Electrical Site Plan – Alternate #2.” Confirm whether E1.03 represents the full alternate scope and whether the proposal amount should be a deduct. |
| HCS, Inc. | Pre Construction | Alternates Nos. 4 and 5: Confirm that Alternate No. 4 is a complete deduct for telescoping bleachers and Alternate No. 5 is a complete deduct for gym equipment. Identify any foundations, blocking, power, controls, striping, or related work that must remain in the base bid even if either alternate is accepted. |
| HCS, Inc. | Pre Construction | Exterior wall-panel alternate: For Alternate No. 3, confirm whether the composition wall-panel system is intended as an additive or deductive alternate. Does the alternate include changes to weather barriers, subframing, flashings, trims, engineering, warranties, and adjacent construction? |
| HCS, Inc. | Pre Construction | Site access and staging: Identify the contractor’s permitted staging, laydown, dumpster, trailer, employee parking, and crane locations. Will the adjoining alley, streets, parking, sidewalks, or recreation property remain open to the public? |
| HCS, Inc. | Pre Construction | Work-hour restrictions: Are there restrictions on normal work hours, weekends, noise, deliveries, utility shutdowns, road closures, or after-hours operations? If after-hours work is required, should premium labor be included in the base bid? |
| HCS, Inc. | Pre Construction | Temporary utilities: Confirm whether existing electrical, water, sanitary, HVAC, and ventilation systems may be used during construction. Identify consumption charges and any temporary service upgrades the GC must include. Reference: Sections 01 50 00 and 01 51 00. |
| HCS, Inc. | Pre Construction | Permits and fees: Identify which building permits, utility fees, impact fees, tap fees, development fees, inspections, and plan-review fees are paid by the Owner versus included in the Contractor’s proposal. |
| HCS, Inc. | Pre Construction | Stormwater compliance: Will the project disturb one acre or more when all staging and laydown areas are included? Confirm whether a formal SWPPP, TCEQ NOI, certified inspections, and ongoing reporting are required and who will be the designated operator. |
| HCS, Inc. | Pre Construction | Landscape allowance scope: Is the $75,000 landscape allowance intended to cover the landscaping shown on the current drawings, or additional landscaping selected later? Clarify which shown landscape, irrigation, soil preparation, and restoration work must be priced outside the allowance. |
| HCS, Inc. | Pre Construction | Exterior signage allowance: Identify which signage is covered by the $50,000 allowance versus contractor base scope, including code-required room signs, accessibility signs, parking signs, building identification, monument signage, and the memorial plaque. |
| HCS, Inc. | Pre Construction | Roof tie-in and warranty: Is the existing roof currently under warranty? Identify the manufacturer and required approved roofing contractor, and confirm responsibility for maintaining or extending the existing warranty where new construction ties into existing roofing. |
| HCS, Inc. | Pre Construction | Fire-protection scope: The cover sheet identifies the building as non-sprinklered. Confirm that no fire-sprinkler system, fire-pump work, or sprinkler modification is required and that the proposed addition and renovation have been accepted by the AHJ as a non-sprinklered building. |
| HCS, Inc. | Pre Construction | Existing fire alarm and security: Confirm whether the fire-alarm system is a complete replacement or a modification of an existing system. Identify any proprietary vendor requirements and responsibility for monitoring, programming, testing, inspections, permits, and final acceptance. |
| HCS, Inc. | Pre Construction | Commissioning and startup: Identify all required commissioning, TAB, equipment startup, owner training, functional performance testing, and third-party inspections. Confirm whether an independent commissioning agent will be retained by the Owner. |
| HCS, Inc. | Pre Construction | Material lead times: Will the Owner consider approved substitutions for long-lead items such as PEMB components, electrical gear, HVAC equipment, doors/hardware, flood barriers, bleachers, gym equipment, wall panels, and sports flooring when the specified products cannot support the proposed duration? |
| HCS, Inc. | Pre Construction | Substitution deadline: Section 00 21 16 refers substitutions to Section 01 60 00. Confirm the deadline for pre-bid substitution requests and whether products approved after bid will be documented by addendum. |
| HCS, Inc. | Pre Construction | Project funding requirements: Since the project includes a TPWD project number and federal wage determination, confirm all applicable grant conditions, Davis-Bacon/certified-payroll requirements, Buy America requirements, domestic-preference requirements, workforce reporting, and required project signage. |
| HCS, Inc. | Pre Construction | Liquidated damages: The proposal form establishes $1,000 per calendar day. Confirm that liquidated damages apply only to the contractor’s proposed Substantial Completion duration and that time extensions will be granted for Owner changes, separate contractors, abnormal weather, utility providers, unforeseen conditions, and other delays beyond the contractor’s control. |
| HCS, Inc. | Pre Construction | Final completion period: The proposal form addresses only Substantial Completion. What period will be allowed between Substantial Completion and Final Completion, and do liquidated damages apply during that period? |
| The Crowe Group Inc | Joseph Crowe | In the Gym, what is the wall finish above the wall pads? |
| The Crowe Group Inc | Joseph Crowe | Specification Section 087100 Door Hardware Sets do not match the Hardware Sets in the Door Schedule on plan sheet A3.0. |
| The Crowe Group Inc | Joseph Crowe | The plans do not show locations for the fire extinguisher. Please provide locations. |
| Grimsley Electric, Inc. | Trey Bauchman | 1. E2.01 - General Technology Notes state that Low Voltage Cabling will be installed by the others. Is this still the case? If it needs to be installed by the Electrical Contractor, please provide cable specs and quantities of cables by location. 2. E2.01 - For the AP's in the Data Symbols it states to install 3/4" conduit from AP's to nearest IDF or MDF. Do these need to be hard piped or can J-Hooks be used? 3. E2.01 - For the Data locations in the Gym do these all need to be hard piped back to the MDF / IDF? 4. Can MC Cable be used for Branch Circuits in the Walls and Above Ceiling in lieu of EMT Conduit? 5. E4.00 - On the One-line Diagram Note #3 refers to an SPD, and Spec Section 264313 refers to an SPD, btu I don't see any listed on the One-line or Panel Schedule. Please confirm if an SPD is desired, and whether it can be Integral or Standalone. 6. If either of the Electrical Alternate #1 or #2 is accepted then the incoming Power conduits and Data Conduits will need to have In-Ground Pull Boxes added. There would be #4 - 90 degree bends in each of these as currently designed. See plan E1.02 & E1.03. |
| The Crowe Group Inc | Joseph Crowe | Is interior room signage required for this project? If required please furnish the Material Type, Size and Quantity. |
| The Crowe Group Inc | Joseph Crowe | Please furnish a specification for the corner guards shown on plan sheet A2.6. |
| Teinert Construction | Witt Holloway | Deck Sports is an athletic supplier looking to get some products approved as equals for this bid. We believe each of the proposed substitutions would make for excellent options. Wall Mounted Protection Pads- Aer-Flo Sports Indoor Batting Cages- On Deck Sports |
| The Crowe Group Inc | Joseph Crowe | The Room Finish Schedule on plan sheet A2.6 ca;;s for ceramic tile on the Kitchen walls. The Kitchen wall elevations on plan sheet A6.0 do not show ceramic tile on the walls. Please clarify. |
| Teinert Construction | Witt Holloway | Can the erector AISC certification be waived? |
| Teinert Construction | Witt Holloway | Based on the specifications, this project is requiring batting cages, yet they are not drawn anywhere within the plans. Would you please confirm that the batting cages are required? The specifications also call out for a gym divider curtain, but this is also not shown anywhere within the plans. Would you please confirm that a gym divider curtain is required? |
| Teinert Construction | Witt Holloway | On sheet A1.3 it shows all railing to be galvanized and on sheet A5.5 it shows the railing to be stainless steel. If it’s to be galvanized, do we need to paint it? The room finish schedule calls for rooms 110 & 111 to have PT-3 ceilings but the RCP shows them to be ACP-1. Please clarify. I assume all exposed structure ceilings will get painted even though the room finish schedule shows nothing. Sheet A5.3 detail 3 calls for liquid rubber waterproofing membrane on the concrete wall. Do you want us to pick this up? |
| Teinert Construction | Witt Holloway | The Door Hardware sets listed in the schedule doesn't match the sets in the specs. |
| The Crowe Group Inc | Joseph Crowe | Plan sheet A7.0 Reflective Ceiling Plan shows several rooms that are open to structure above. Do these ceilings have to be painted? |
| Covington Contracting | Kyle Marlow | Room Finish Schedule (A2.6) details Paint & Hard Tile at all walls, however, elevations (A6.0) do not detail any wall tile or extents of finishes. Is the intent for wall tile at the backsplash locations? or a type of wainscot at all walls? Please advise on the extent of PCT-2 finishes at the kitchen. |
| The Crowe Group Inc | Joseph Crowe | What is the product specification for the acoustical baffles shown on plan sheet A7.0? |
| The Crowe Group Inc | Joseph Crowe | The Room Finish Schedue shown on plan sheet A2.6 shows a ACP-1 ceiling in Room 106. Plan sheet A7.0 shows a ACP-3 ceiling for Room 106. Which is correct? |
| Teinert Construction | Witt Holloway | The Finish Schedule shows tile in the kitchen, but there aren't any elevations for it. |
| The Crowe Group Inc | Joseph Crowe | The Room Finish Schedule on plan sheet 2.6 shows Rooms 110 and 111 have painted ceilings. The Reflecive Ceiling Plan on plan sheet A7.0 shows ACP-1 ceilings in Rooms 110 and 111. Which is correct? |
| Teinert Construction | Witt Holloway | Sheet A1.3 shows all of the railing to be galvanized steel. They have sections cut though them for different details on sheet A5.5. If you go to A5.5 it shows all of the railing to be stainless steel. |
| Teinert Construction | Witt Holloway | Section 1075002.4 Accessories is calling out external rope halyard standard system. However, 2.2 A8 DOES indicate interior type. The external system information does include a locking cleat box cover so they may just be confusing their terms. If we could confirm if they want the rope on the outside or an inside rope halyard. 25' flagpoles carry ONE 5' x 8' flag. However, they are requesting both a US and Texas flag set. Is there actually two flagpoles? If not, we should downsize flags to a 4' x 6' for correct layout. Section 104400 calls out 10lb extinguishers with a rating of 2A-10B:C which is a 5lb extinguisher. Please advise. Also, fire extinguisher cabinets are not marked on the drawing. 2 are marked on the demolition drawing A2.0 along with an AED cabinet. Please advise if new fire extinguisher cabinets are needed & what size. Drawing A2.6 shows "CG" for corner guards, but there isn't a specification for these. |
| The Crowe Group Inc | Joseph Crowe | Specification Section 095400, paragraph 2.1 B has a spec for a Type SC-1 Ceiling. The Room Finish Schedule on plan sheet A2.6 does not schedule a Type SC-1 under Ceilings. Where is this ceiling used? |
| Teinert Construction | Witt Holloway | Note number 30 on P2.1. says "provide and install a float operated automatic control valve in compliance with ASCE 24-14, chapter 7". These are used to keep a reservoir full such as a holding tank, or water tower. There are no other details/requirements noted for this in the plans or specs. Can you provide further clarification on what this is or a model number/manufacturer to be used as basis of design? |
| The Crowe Group Inc | Joseph Crowe | Specification Section 012300, paragraph 1.4 C. 2. states Compostion Wall Panels System as specified in Section 074643. The contract specifications do not contain a specification section 074643. |
| Waldrop Construction Co. Inc. | Kevin Biasiolli | Please verify if vinyl faced roll insulation is to be installed under the roof and metal wall panels in the PEMB area. There does not appear to be a specification regarding this material. If so, please provide type, thickness, R-value, etc. |
| Waldrop Construction Co. Inc. | Kevin Biasiolli | Berridge B6 Panels are specified as running horizontally on the building. Details appear to show the existing PEMB is to remain open frame with existing Z girts running horizontal - attachment of the panels would not be possible unless vertical framing members or sheathing are provided. Please clarify this detail. |
| Waldrop Construction Co. Inc. | Kevin Biasiolli | There are (2) crickets designated on the SSMR roof on A8.0 - it is assumed this would be a framing scope of work but is unclear exactly what this detail will look like, need to verify expectations at that detail |
| Waldrop Construction Co. Inc. | Kevin Biasiolli | In the addendum 1 table of contents, division 03 concrete and sections 077200 Roof Accessories and 078400 Firestopping are clouded, however, there are no changes listed for these sections. Please advise. |
| Covington Contracting | Kyle Marlow | Due to this project being located in a flood plain, please advise of any special requirements regarding import fill as it pertains to the geotechnical report. |
| Waldrop Construction Co. Inc. | Kevin Biasiolli | At the HVAC fence/ screen, the vertical 2x4 furrings are not called out as cedar or treated. Please specify. Or could 1-1/2” x 3” steel C-purlin be used at this location in lieu of wood? |
| Waldrop Construction Co. Inc. | Kevin Biasiolli | 6. Please provide acceptable manufactures for the 1” x 5” composite deck boards and also provide a color. |
| Waldrop Construction Co. Inc. | Kevin Biasiolli | At the HVAC fence/ screen, composite deck boards are not available in 26’ lengths. Please provide a detail for staggering the joints. |
